Partner Sharing of RightScale Components

As of the September 2010 release, RightScale Partners have the same publishing privileges as Premium (an above) RightScale Accounts.  Any RightScale Partner should publish their RightScale components from a RightScale account that's a Premium (or above) RightScale Account.
