Starting/Stoping or Launching/Re-launching of instances/servers outside of the RightScale dashboard is not recommended and unsupported operations. This feature is supported ONLY if the start or stop is done within the RightScale Dashboard. If the instance was started outside of RightScale, the user-data will not be generated to properly launch and bring the server to operational so the server which case it will be stuck in booting.
If the instance/server is already stuck in booting due to it was stopped and started outside of RightScale, the workaround is to stop and start the instance in the dashboard. This should fix the user-data issue. You might encounter an error while launching and it won't proceed, try clicking launch again at that page. It might just be out of sync data.
